Biography
Liu Changjian, Chief Engineer of the Water Transport Research Institute at the Transport Planning and Research Institute, Ministry of Transport, holds the title of Senior Engineer and a Ph.D. in Economics. He has long been engaged in scientific research and technical management in areas such as transport economics, development strategies, planning, and policies for ports and shipping.
He has contributed to national-level plans including the Outline for Building a Strong Transport Nation, the Outline of the National Comprehensive Three-Dimensional Transport Network Plan, the National Layout Plan for Ports and Waterways, and the Study on Accelerating the Building of a Strong Transport Nation, as well as industry planning studies such as the 13th and 14th Five-Year Plans for water transport. He has also conducted long-term analysis of the economic performance of the water transport sector and tracked key industry trends and hot topics.
He has led economic analysis and necessity assessments for major national projects, including the Deep-water Port at the Pearl River Estuary, the New Three Gorges Passage, the Gan-Yue Canal, the Yangtze River Estuary Waterway, and the Jingjiang Waterway. Additionally, he has contributed to port planning and corporate strategy studies for cities such as Tianjin, Wuhan, and Zhenjiang, and participated in planning for shipping hubs in Tianjin, Shanghai, Guangzhou, Wuhan, Dalian, and others. His research insights have been cited and reported by authoritative media outlets such as Xinhua News Agency, Xuexi Qiangguo, China Transport News, and Water Transport News, with his recommendations receiving multiple instructions from the State Council and ministry leadership.
He has undertaken over 50 provincial- and ministerial-level projects, with his research achievements earning 19 provincial/ministerial-level science and technology awards (including 2 special prizes, 7 first prizes, and 7 second prizes). Two of his achievements were selected for the Ministry of Transport's Annual Major Scientific and Technological Innovation Achievements Repository in 2021 and 2022. He has contributed to 18 publications, including 4 monographs as an author, and has published over 150 papers. He has received more than 20 commendations, including recognition as an "Outstanding Individual in Strategic Research for Building a Strong Transport Nation" by the Ministry of Transport, the "5th Ministry of Transport Youth May Fourth Medal," "Outstanding Communist Party Member in the Ministry System," and "Youth Theory Study Exemplar in Ministry-Affiliated Institutions."
